This empirical research focuses on local charter school policy in the Unites States. The extent and successes of its implementation in Colorado are impressive when compared to other innovative education policies. Charter schools have been an excellent example supporting the reinventing government (REGO) movement in the U.S. They have steadily expanded across Colorado since voters passed the Charter School Law in 1993. However, the current picture highlights the significant variation in the charter school policy implementation among Colorado’s school districts. This study examines the factors that influence this variation. The statistical results demonstrate that the four independent variables—educational entrepreneurs, residents’ educational level, service’s ability, and innovative tool—have explanatory power in accounting for this variation. Based on the statistical results, this study suggests that it is essential for school districts to receive policy entrepreneurs’ advice, help, and/or cooperation when wanting to offer their customers more charter school services. |
