This paper is on the interim evaluation of the New University for Regional Innovation Program(NURI). This program has been implementing since the past Participating Government(2003-2008) in which a large sum of 2,400 billion won was invested for five years(2004-2008). The purpose of NURI is nurturing the manpower of specialized field in a region. It is a kind of governance for regional innovation with participation of university, regional government, companies, research institutes and NGOs.
The reviews on the NURI evaluation are as follows; 1) Nuri is evaluated as a model of local governance in Korea, and its diffusion will help increase social capital in a regional level. 2) In view of regional innovation/innovation management, Nuri emphasizes the new ideas and their diffusion for regional development which combine the Regional Strategic Industries and their manpower in a region. 3) In view of endogenous development/technology-oriented regional development, spin-offs (ventures) from business incubators couldn’t embed in a region and there are insufficient cooperations between universities and industries. 4) The innovative cluster theory puts an emphasis on networks between innovative subjects, not just a conglomeration in a region. The R&D ability of regional universities improved for that period, but it is considered not just because of Nuri but overlapping support programs of supporting regional universities. |
