This paper examines the reasons, goals, and the scope of administrative reform in Korea first. Paradigm shift in Korean public administration follows to address what was and will be the philosophical background of administrative reform. Historical review by individual regimes throughout Korean history since the establishment of the Republic in 1948 follows up to the current government. The administrative experiences from the first Republic to the fifth Republic is addressed briefly, whereas the sixth Republic is in a greater detail by individual administrations of Tae Woo Rho, Young Sam Kim, Dae Jung Kim, and Moo Hyun Rho. Major administrative reform issues included in analysis are Deregulation, Restructuring, Disclosure of Public Information, Administrative Renovation, Managerial Reform, Privatization, and Financial Reform. Since the current Rho Moo Hyun administration's administrative reform is in the process, the paper mainly focuses on the objectives, visions, and strategies provided by the Presidential Committee on Government Innovation and Decentralization(PCGID). |
